California E-Bike Incentive Programs 2026: The Complete Guide

A comprehensive breakdown of every active and upcoming e-bike incentive program in California — from Replace Your Ride to local rebates — and how to maximize your savings.

By 3KtoGO Team

California continues to lead the nation in e-bike incentive programs. Whether you're looking to trade in an older vehicle, qualify through income-based programs, or take advantage of local rebates, 2026 offers more opportunities than ever to get an e-bike at little or no cost.

Replace Your Ride (South Coast AQMD)

The Replace Your Ride program, administered by the South Coast Air Quality Management District, remains one of the most generous e-bike incentive programs in the country. Qualifying participants can receive up to $12,000 toward a new e-bike, helmet, and accessories — with front-door delivery and full assembly included.

Who Qualifies?

  • You must live within the South Coast AQMD jurisdiction (Los Angeles, Orange, Riverside, or San Bernardino counties)
  • You must have a vehicle title in your name for at least 12 months, owned and operated in California for at least 24 months
  • The vehicle must be model year 2010 or older
  • Your household income must be at or below 300% of the federal poverty level

What's Included?

When you qualify through a participating retailer like 3KtoGO, your voucher covers:

  • A brand-new e-bike (UL 2849 safety certified)
  • DOT-approved helmet
  • Professional assembly
  • Front-door delivery anywhere in the service area
  • A 20-minute riding tutorial

Clean Cars for All (Bay Area)

The Bay Area Air Quality Management District runs a Clean Cars for All program that allows income-qualified residents to retire an older vehicle and receive up to $7,500 toward e-bikes and accessories. The program is administered through GRID Alternatives and is currently accepting applications.

Most people we talk to qualify for Replace Your Ride and don't even know it. The 2010-or-older vehicle threshold and the 300% federal poverty line are both wider than people assume. We've delivered free e-bikes to nurses, retirees, and rideshare drivers — all in the same week.

Local City and County Rebates

Several California cities and counties offer their own e-bike rebate programs:

  • Long Beach: Periodic rebate windows for residents
  • Sacramento Region: SMUD customers may qualify for e-bike incentives
  • San Diego: Regional programs through the Air Pollution Control District

The Federal E-BIKE Act

The proposed federal E-BIKE Act would create a 30% tax credit (up to $1,500) on qualifying e-bikes priced under $8,000. While not yet signed into law, it has strong bipartisan support. We recommend saving your e-bike purchase receipts in case the credit becomes retroactive.

Common Questions

Can I combine Replace Your Ride with other California e-bike incentives?

Replace Your Ride generally cannot be stacked with another voucher on the same bike, but you can pair it with brand-level rebates and the federal E-BIKE Act tax credit (if it passes) since those apply at different points in the purchase. We recommend confirming with your SCAQMD case manager before checkout.

How long does the SCAQMD application process take?

Most applicants receive their e-bike within 4-8 weeks of submitting paperwork, depending on funding cycles and document review. Applications are first-come, first-served, so apply as soon as your registration, ID, income proof, and residency documents are ready.

Do I need an old car to qualify for any of these programs?

Replace Your Ride and Clean Cars for All both require retiring an old vehicle (model year 2010 or older for SCAQMD). Local city rebates and the federal E-BIKE Act tax credit do not require a vehicle trade-in — those are open to anyone meeting income or jurisdictional requirements.
